New Procedures for Obtaining California Driver's License

The California Department of Motor Vehicles (DMV) has recently changed its procedures for foreign individuals wishing to apply for a driverfs license. As a result of the terrorist attacks of September 11th, the state of California has implemented a more stringent process.

In the past, foreign individuals legally in the U.S. but without work permits were allowed to apply for a driverfs license by completing form SSAL-676 obtained at a local social security office. However, DMV has discontinued its policy to accept this form as a result of countless falsified applications.

Foreign individuals must now apply for a driverfs license first at their local DMV office (without a social security card/number). They must then proceed to the local Social Security Administration (SSA) office with the receipt of the driverfs license application, provide proof of legal stay (passport, visa, I-94 form) and apply for Form SSA3288 which proves that they are not qualified to apply for a social security card.

The Social Security Administration office will send the completed SSA3288 application directly to DMV. DMV will issue a temporary driverfs license upon entering the application into its database.

Please be warned that DMV will not accept a SSA3288 application directly from the applicant. DMV will only accept the application from a SSA office.

This procedure was implemented on July 1st, 2002, and JCCNC is closely monitoring any complications. It would assist JCCNC greatly if companies would monitor the progress of employee family members who may be affected by this new procedure.

If you should become aware of any complications in the new procedure, please report it to JCCNC so that we may address the situation(s) with appropriate authorities.
